Why can't there be a cordial transition in Lincoln County between the out-going county officials and the newly elected?

It seems the voters in Lincoln County decided they wanted a change in the government as did the rest of the U.S. for the federal offices. If all the out-going officials in the county government have the interest of the citizens and county, it would help in many ways to make the files and etc. available to the in-coming officials. It would certainly make better relations between everybody in the future.
