Pursuant to the authority by the Constitution of the State of Georgia, the public is hereby notified that a petition has been filed with the Lincoln County Planning and Zoning Office to initiated a Text Amendment Application to the Lincoln County Land Development Ordinance Chapter 34 effective March 1, 2003.

The purposes of the text amendments are changes to Article XVI 34-522 (Zoning District Standards and Permitted Uses) and other associated text.

INVITATION TO BID

SEALED BIDS

Sealed bids for construction of Lincoln County BUSINESS Park, Sewerage System Improvements will be received until 2 P.M. on April 24, 2007, at the Lincoln County Development Authority, 112 North Washington Street, Lincolnton, Georgia 30817, at which time and place they will be publicly opened and read. Any proposal received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. Scope of work

The work shall consist of furnishing all products and performing all labor necessary to perform the following:

Sanitary sewerage system improvements including, but not limited to, construction of approximately 1,605 L.F. of 8-inch PVC gravity sewer, 1,567 L.F. of 8-inch ductile iron pipe gravity sewer, 14 manholes, 6-inch service laterals, 1,858 L.F. of 6-inch PVC force main, 1 submersible duplex pump station complete with electrical, mechanical, earthwork, piping and valves, gravel roads, earthwork, fencing, grassing, soil erosion and sediment controls, and appurtenances.

Time allotted for completion of work is two hundred forty (240) calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract.

Plans, specifications and contract documents

Plans, Specifications and Contract Documents are on file at Civil Design Solutions, L.L.C. and at the McGraw-Hill Plan Rooms in Augusta and Macon, Georgia. Copies may be obtained from Civil Design Solutions, L.L.C., 371 Main Street, Warrenton, Georgia 30828, Phone: (706) 465-0900, Fax: (706) 465-0909, upon payment of $150 for each full-size set or $100 for each reduced size set (nonrefundable). Contractor license

Any Contractor submitting a bid must be licensed by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. License numbers must be written on the face of the bid envelope. No bid will be opened unless it contains the Contractor's Utility license number. See Instructions to Bidders for additional bidding requirements.

Bonds

Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-infact to bind the surety and certified to include the date of the bond.

Reservation of rights

Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, non-responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
