ADVERTISEMENT FOR BIDS

FOR CONSTRUCTION OF

SEWERAGE SYSTEM IMPROVEMENTS

CITY OF LINCOLNTON, GEORGIA

CDBG NO. 05p-x-090-2-3093

Sealed proposals will be received by the CITY OF LINCOLNTON, GEORGIA at City Hall, 125 North Peachtree Street, Lincolnton, Georgia 30817 until 3:00 P.M. local time TUESDAY, FEBRUARY 20, 2007 at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days.

All Bidders must have a State of Georgia Utility Contractors License.

Work to be done: The work to be done consists of furnishing all materials, equipment, and labor for the construction of:

Division One - Dig and Replace Existing Sewer Lines

Dig and replace approximately 7,746 L.F. of existing 8-inch sewer line and approximately 831 L.F. of existing 10-inch sewer line, including 281 V.F. pre-cast concrete manholes, 39 manholes frame and covers, 40 service reconnections, including all by-pass pumping and appurtenances, and storm water sampling and monitoring. Time allotted for this work is 120 consecutive calendar days.

Division Two - Trenchless Rehabilitation

Installation of 4,171 L.F. of 8-inch trenchless pipe replacement, including cleaning, pre and post televising, point repairs, rehabilitating existing manholes, sewer line point repairs, service lateral reinstatements, all by-pass pumping and appurtenances. Time allotted for this work is 120 consecutive calendar days.

Proposals for the complete work in one or more general contract(s) shall be made on the proposal form provided and shall contain prices in words and figures for the work bid.

The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatest extent feasible opportunities for employment and training be given to the low income residents of the project area and contracts for work in connection with the project to be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project. Proposals for the complete work in one general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.

All proposals shall be accompanied by a Bid Bond drawn in favor of the CITY OF LINCOLNTON, GEORGIA, in the amount of at least ten percent (10%) of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the CITY OF LINCOLNTON, GEORGIA. Each bond shall be equal to one hundred percent (100%) of the contract amount. The Bid Bond shall be forfeited to the CITY OF LINCOLNTON, GEORGIA as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract.

Drawings and Specifications are open to public inspection at the City Hall of the CITY OF LINCOLNTON, GEORGIA; at the office of G. Ben Turnipseed Engineers, Inc., in Atlanta and Augusta, Georgia; the Dodge Plan Room in Augusta and Atlanta, Georgia; the Builders Exchange in Augusta and Atlanta, Georgia and the Reed Construction Data in Atlanta, Georgia.

Upon receipt of all documents in undamaged condition within thirty (30) days after the date of opening of bids, one half of the deposit will be refunded.

The difference between the deposit and the amount refunded represents the cost of reproduction. No refund will be made for documents received after thirty (30) days or in damaged condition.

The Owner reserves the right to reject any or all bids and to waive informalities.
